根据沙特阿拉伯食品药品监督部门SFDA 及工贸部的规定，对进口至沙特的化妆品实施PCP计划，各种化妆品必,经验证符合沙特国家标准或相应的GSO标准的要求，并取得符合性证书(CoC)方可顺利通关。出口沙特的各类化妆品，除了严格遵守禁止存在猪油成分外，其他的物理，化学性能，微生物限度也必须满足相关的产品标准。
香水,香皂,唇膏,牙膏,唇彩,面膜,胭脂,发油,发乳,眼影,面霜,睫毛膏,润肤露,粉底液,护发素,指甲油，洗发水,洗手液,剃须膏,爽身粉,染发剂等。
S.F.D.A. 全称是Saudi Food & Drug Authority. 即沙特的食品药品监管局。
根据皇家颁布的n° 6 dated 25/1/1428H & SAUDI STANDARD SASO 1953/2005, 进口沙特的食品/药品/化妆品需获得SFDA授权机构颁发的COC证书才可以清关.

Eye decorative cosmetic products (Eye shadow, Mascara, brows, lids, pencil, lashes, cream and athmad (Al-kohol)).
A. 非注册性COC - 一次性有效，针对不经常出货的出口商
要求：需每票提供认证文件(如形式发票/测试报告等);需每票接受泰纳验货
B. 注册性COC - 一年期有效，针对经常出货的出口商
要求：每票出货前提供认证文件，检验次数每家检验机构的要求不一样，如泰纳的要求是25%
非注册COC 与 注册COC的收费原则不一样
非注册COC的起步价为USD300, 视具体FOB 货值再定百分比区间
注册COC相对较为实惠，起步价为USD210, 视具体FOB 货值再定百分比区间
